Question,on a recent job in CA that involved chipping away the stucco around an old breaker panel, removing it and installing a new one, what order is the flashing around the panel supposed to be, we did flashing under the panel, flashing over the panel and caulked between the two and on the second, then the black paper is on top of them both encompassing the panel then the wire? An inspector says that the black paper should be tucked behing the flashing, is that correct? I only know about the electrical but my stucco guy and I have been together for a while with no other problems, he's been doing it for 30 years so I assume the stucco guy knows more than a combination inspector. A code reference would be great, I am browsing ch 14 of the ca building code right now.

Underneath the black paper there is flashing and caulk under and on top of the two flanges that attach to the face of the two by fours.

Tucking the paper behind the flashing will cause the intregal drainage system of the stucco to leak.
It is your right to ask the inspector for a code reference if he calls you on something.
If he can't prove it, he is talking out his butt.

Don't know what kind the guy in that photo is using, it doesn't look very sticky (not even sticking to itself)... but it's just to give you an idea that visually should look a little more like that.

You can do what tom suggested to get to that point without mucking around too much?
you can actually have it behind and in front of the flashing,just slice and weave another piece of paper over the flashing
