Now a days most of the new projects have leed requirements. So it has been become mandatory to be a LEED certified. Moreover, LEED certification is obtained after submitting an application documenting compliance with the requirements of the rating system as well as paying registration and certification fees.

You can look up the info either on the EPA or DEP website for your state
