House On Stilts

My customer has a modular on wood piles.
There is no insulation on the floors.
Under the house is not sealed at all, just breakaway walls (built on Jersey shore, after Sandy)
They want to insulate.

What I's like to offer them is:
A flash coat of foam for air seal (they can't afford all spray) then batts (either fiberglass or rockwool, haven't gotten that far yet)

I'm worried about critters living in the fluffy insulation.

Carpenter ants like regular foam. I haven't seen problems with something like rodents, but this is a different climate.
