What Is This Fan Housing?

I have a kitchen upgrade job and came across this vent motor thing..maybe some sort of booster. Since I've never seen one before, what am I dealing with exactly? This is in the lower condo unit of two, each being 2 levels.

I know the current kitchen vent/microwave is incorrect since the over-range unit is mounted under a 3018 cabinet with this thing inside...and the microwave is too close to the range surface and melted. Presumably it was originally for a vent fan only.

Can I remove this thing permanently and just go with a 30-12 cabinet, plus over-range microwave vented to the exterior? Thanks.
