Front Porch Tile

Hello Tile Contractors,

I would appreciate some advice. A client has a typical 60's style, uncovered masonry porch; the concrete substrate seems reasonably intact, but the tile and what looks like it might have been a floor mud top coat is badly deteriorated.

By my judgement the concrete is intact enough to recover it, but I wonder what materials to use for replacing the top coat which is dissolved .
Should I use more floor mud? I would tend to think not because this one failed even if it took 50 years. Why not build it up with concrete and leave plenty of room for tile adhesive to work out inaccuracies.

I've done a bit of interior tiling but am not sure it interior materials like floor mud and Thinset are appropriate for exterior work. I know that epoxy grout is a thing but wonder if that would be appropriate for this old porch?

I would greatly appreciate any advice you can offer.
