Commercial Shower Stall

Hi Guys,

I am working on a commercial project right now that require me taking out a vinyl shower base and extending the shower stall to the size of the room 4' x 9'. All the walls in the stall are block and the floor is concrete. Is a liner required if I had to build a curb to get in? or Should I try to avoid putting in the liner and curb and create a more accessible stall and slope the floor to the drain?

If its a commercial job,what do the prints say you need to build?
