New Business, Should Lay Concrete Or Asphalt?

I'm considering the purchase of some agricultural land, to rezone into commercial and start a small business. The business is a storage unit company. It will require a small office and of course the storage units. Loads should be relatively minimal (per sq ft). I'm a mechanical engineer, but I know relatively little about commercial land development.

Can someone point me in the right direction for some info on exactly what will go into prepping what is currently farmland into land that can sustain the small office and storage units?
