Perhaps, that could be alliviated by putting a door frame at the top or bottom of the landing(s).... ?

don't know what propane is in your area but here its higher per btu then electric........

what about a pellet wood fired burner?

With variations in heat value and prices several of these fuels may be practically equivalent.
