For the benefit of non-PRO lurkers, could you explain what is a 'qualifier'?

Thanks.

That's someone who will allow a company to operate under his license, while not necessarily taking part in any of the day to day operations. Potentially easy money, but also potentially hazardous to your license.

Re: Florida Contractors I Need A Qualifier

A qualifier is someone whose license is attached to a company so that the company is able to legally do work in the state of Florida. According to Florida law, the primary qualifier is fully responsible for the quality of the work that is performed by the company that he or she qualifies. MOST qualifiers are actively involved in the company that they qualify, either as an owner or a full-time employee.

There are, however, some situations where the licensee will qualify a business with no actual job responsibility in exchange for a fixed fee or a percentage of profits. This is NOT LEGAL in the state of Florida, and if the CILB finds out there can be extreme consequences.

So if someone is looking for a qualifier for their business, there's nothing intrinsically wrong with that. It's like putting out a help-wanted ad. But the potential qualifier needs to be sure that qualifying the business comes along with a job offer, including real job site supervision. In those circumstances it's 100% legal and a potential win-win for everyone. If there's no job included, they're going down a dangerous path.

Does that help to clarify things?

Re: Florida Contractors I Need A Qualifier

Of course it's legit Easy. Wouldn't jeopardize my Class A License for a few hundred bucks a month (or for any amount). Those who have abused qualifying another company give us legit General Contractors a bad name. I'm semi-retired, and have time to properly monitor a construction company that may be just forming, or maybe the license holder for the company died. Any potential Qualifee would have to comply with all State Of Florida Construction Industry statutes and building codes, as well as all Department of Professional Licensing and Regulations requirements.

Hi Ken,

I know this post is old, but wondering if you are currently qualifying a roofing company in Florida? Our roofing company is actively looking for a qualifier. Let me know if you may be interested or know any other licensed roofers that may be interested. Thanks!

Re: Florida Contractors I Need A Qualifier

Big Johnson,

Actually no..this same method and ideology is in EVERY state. I will give you an example. If you want to start a corporate or LLC umbrella over your contractor's license then you MUST register that license to the corporation or LLC.
Even the largest construction companies MUST have licenses to be active. This means that there must be a licensed contractor to allow the operation....and that license must be used by the company.
The problem comes when someone "leases" or "rents" the license and does not remain active in the management of the activity, only attempting to gain income and no oversight.
Please understand that a GC does NOT have to be present at all at any site where he has work or activity. He must Manage...that means he can manage through field supervision..TRUSTED supervisors that actually meet the codes and meet or exceed all specification.
