Any Ideas For Fixing The Left Conduit

Seems like a cable design change is the most practical.
Neither the water nor the cable have intentions AFAIK so I guess neither is 'to blame'.
BTW, being 'worried' about capillary action is somewhat like being 'worried' about gravity.

If God designed water I guess you could sue Him or Her or It.
For making something that drowns people.
Or other bad things that happened.
And also capillary action (but the surface tension that allows this can be removed with detergent so if the insulation is impregnated with detergent the problem should be lessened).

You smokin' sumpin? Were you always so sure of yourself? And sell your motorcycle, it's dangerous.

I would sink a 3/8's threaded rod into the slab that was 3'' highier than the receptical. Build a 6" x 6" box with a wood plate on top. Silicone the foot print of the hollow box. Slip the assembly over the whole ball of wax. With the threaded rod poking out the top tighten it down with a nut on the threaded rod. The will compress the silicone making it water tight on the slab. Then fab up a cap for the top or simply buy a 6x6 fence post cap. Install a new receptical cover on the side of the post and Bingo! A nice looking point of power.
