Crawl Space Access

I’m looking at a raised foundation single family home. The crawl space access has been modified to a hatch design. This allows water penetration in the winter.
I want to remedy this. I have a few thoughts:
1. Cover it with caulking and sheet metal and add a wood step to the slider.
2. Build a hatch in an interior closet and just complete the stem wall in this area, add a vapor barrier and fill in the void with concrete.
3. Drill into the slab, glue in mud sill fasteners and just add a 10’ x 10’ patio cover with a water tight roof.
