Reinsulating From Outside, Vapor Barrier?

I am re-siding an older house, so therefor am removing all of the old siding and the sheeting underneath, exposing it down to the studs. I will be insulating from the exterior of the house using batt insulation. Any recommendations on creating a vapor barrier. I don't want to use a spray foam.
This house is located in WI so extreme temperatures play a factor.

Cut and place the vapor barrier between each stud in direct contact with the drywall and tape the edges to the stud, replace the insulation and finish your work from there...

Or use rigid insulation on the outside prior to installing new siding, easier and better results.
