If you can't find a qualified estimator, you're either not looking hard enough, or you're not willing to pay enough. Good commercial estimators don't come cheap- here in NJ, I have a hard time finding quality guys for less than $100-120k/year plus benefits, vacation, etc.

Anyway, more to your question- there is no "national average" for the work you're talking about. You either have to price it up based on your actual material and labor costs (using historical data to get your productivity rates), or roll the dice with the numbers in a book or an online estimator. www.get-a-quote.net has an online estimating program, and the numbers are usually half-way decent- just don't count on them being perfect.

Maybe I can help. I am an independent construction estimator with 6 years experience.
I mainly focus on residential but I have had a few commercial estimating jobs.
My rates are reasonable. (less than 100K/ year).
get me an email address and I can send you a sample of my work.
