Built In Shelves!

How can I remedy this problem below? All this built in shelving and weird trim. What type of work would it take to create a clean look?

Replace the trim and cover up/tear out the ugly, but definitely keep the carpet.

Wainscot. Taller base, new chair and plant panel mold on the drywall. If budget allows frame everything in one by and use rabbeted panel mold. Panels can still be left drywall or filled with 1/4"
