They Just Moved In. Called To Say It Was Leaking

Anyone ever seen anything like this? I didn't go look at it yet. It was leaking during the hurricane. I'm a plumber and live in their neighborhood. The more I looked at the picture the more confused I got. Anyone have any ideas? I have one but don't know them that well to ask that type of question.

Vent fans from bathrooms hooked to a roof vent, likely a turtle vent. They leak when the wind blows really hard.

Edit: The technical term, it turns out, is Fart Fan.

Fart fans going to a passive roof vent that took in some water?

Aren't these a bit big to be fart fans and do you normally use insulated duct?

Hard to be sure, but that looks like 4" duct, typical for that application. Best practice is to use insulated, to avoid condensation in cold weather.
