I'm not betting this is an engineering mistake yet. That's the most likely, but there could always be a steel / connection issue.

That loud bang they are referring to Is most likely a tension tendon cable snapping.
I like bringing this up when some one wants to drill holes in sky scrapper concrete.

No need to panic, it was just the new building 'settling' a bit. Like the 11th floor settling onto the 9th floor.
