Removal of of old wallpaper depends on the type of material being stripped.
Many new home builders just want everything done fast including wall covering installation which often times negates priming with the correct wall covering/drywall primer. The thrifty hired wallpaper tray dipper will happily speed up the installation by hanging wet strips directly over the new sheetrock therefore leaving the most disastrous scenario of wall covering removal for the next homeowner. Preparation is key!
