If they didn't post a sign saying that you can't use the outlets, or obstruct their use, I don't see how he was stealing anything as it would be considered a public accommodation... is he supposed to assume the toilets are for staff only also?...

The story reminds me of when people were getting arrested for stealing wifi from restaurants and coffee shops by sitting outside in their cars without patronizing the businesses.
