Roof Leakage

Hello Every one
we are facing a problem due to leakage of water from roof top. Roof top area is about 22410 sft . The expention joints are treated with baker rods and SIKA FLEX and all roof 0ne inch layer of cement plaster after that for insulation purpose used jumbo lawn and polythene sheets again 0ne inch cemented layer 3 inch mud and roof tiles with cement grout. But in rainy days find too much leakage from the roof .
Please any one have a good solution for this matter tell us what we do?
THANKS.
