My municipality won't let me doctor a plan for a revision without written permission from the original designer.

Yeah... unfortunately no way to to stop them from submitting their own plans which may be based on yours with minor revisions...

One of the reasons we do computer generated drawings only after we're under contract... nothing gets left behind...
