How To File Complaint Against Owner Who Used Unlicensed Contractor Without Permit?


Hi,
I want to file complaint against apartment owner who used unlicensed contractor without permit. How to do it? Long story short, this owner dropped me (licensed contractor) in the beginning of the project, and he decided to use an unlicensed contractor without permit. I am tired of losing business to these people, and I decide to take action. I live in California.

Cali is the roughest place to work they will jail people just like in Florida call professional business and regulations or the inspection department they may need to get caught in the act, but if they did any major work without a permit shouldn't be to hard to prove. Like roofing plumbing or electric.

Sucks when this happens we spend so much money on licence comp and insurance to have some goof balls under cuting us and stealing work.

In Illinois, if you are licensed and get reprimanded, it is a major fine and other penalties, but if you were unlicensed and get busted, it is just a verbal and written reprimand with a Cease and Desist "Request".

Remodeling, painting, electrician, roofing work, and creating addition bedrooms in the apartment building.

Ok. But what if the business owner put him on his pay roll in the maintenance dept? Wouldn't different rules apply? How do you know they didn't pull a permit? There are ways around some things.

If you really have the time to deal with it...

You call the Building Department as a concerned citizen about public safety on this building...today they will be out in a heartbeat if they feel someone is working without a permit. They too will also contact the CSLB as can you. Perhaps an IRS audit, ICE confirmation of the employees, etc.

You could cause problems...but are you right? This could all come back and bite you in the ass if your wrong. I'm not there, I am saying be careful the only thing you are getting is revenge and someone may retaliate to that again.

Cali and Fla are diffrent than any other state we spend countless hours and money on getting a licence they just dont hand them out like the northern states.

You have every right to tell on them and you should. forget about what the Ohio guy says most northerners go pay a 25.00 fee and they get there licence where we spend months studing for the 3-4 day test.

Id turn them in in a heat beat.

As others pointed out ..what's it worth to you? Not being a licensed contractor and relying on licensed ones to give me work I would think ALL of you would want to help keep the system in check!

I'm JUST AS GUILTY! I've been on jobs where I KNOW subs are comprised of illegals but don't call I.N.S. They get paid in cash but I don't call the I.R.S. See COUNTLESS Safety violations but don't call O.S.H.A.

I stayed in a hotel/condo building outside of Miami, watched unlicensed guys make changes(i.e. install a door in a load bearing wall with NO HEADER and NO PERMIT) along with electrical rewiring etc. Did I call building code enforcement? NO! Why? 2 blocks from the job for $750 a month in Miami!

I wish you well in your endeavors and hope you get the justice and or satisfaction you're after. As some of the others stated MAKE SURE YOU'RE RIGHT! the ONE time they do something legal might be the ONE time they get looked at. You get on the wrong radar of the building "gods" and violators get a free pass and it makes it harder to get them looked at in the future!

It looks like you just don't get it. The reason you got dropped is because they will not pay the higher price you want. They will never pay that price to you. Its over. Move on and focus on making money.

Some people are going to go the cheapest route no matter what. All they can see is the price. They no clue what quality is. They are never going to be your customer. Market yourself to the kind of people who will pay your price and stop wasting time on those who won't.

There will always be unlicensed hacks doing the low priced jobs. If you get rid of one unlicensed hack another will take their place. Why bother with them? They are doing work that you have no chance of getting anyways. And they have no chance of doing work for the good paying customers you are looking for. You guys are in two different markets.

I disagree, he lost the job to an unlicensed contractor, if he lost it to a licensed contractor, that would be a different story, California is not one of the states where you just buy a license, you actually have to prove you know what you are doing by examination.

How does an exam prove you know what you are doing? I have found that most states with tests have the worst contractors in them.

When you have to pass an exam, you are showing more competence than just writing a check.

My Certified Building Contractors exam was 2 days 9.5 hours each day.
