My chimney is constructed in the same way, free standing.
It became a home for bats.
Another story. And a good one.

Okay it needs painting.

Looks like you need kickouts at the bottom of your chimney steps. Very simple to add.

Pat's referring to kickout flashing added to the bottom of the step flashing used on chimneys where they meet the roof plane. They kick moisture sideways so it doesn't run down the chimney (presumably the cause of the moisture showing on the blocks in your pic - unless it's driven rain).

That particular side of my house gets the direct weather, driving rain and or direct sun.
Not sure anything would protect it.
