You need access to electrical connections. You'd have to rerun the wires or put a plate over them.

obviously you'd want to remove the wiring entirely, but there's nothing against Code to disconnected from the source (that being another receptacle, JB, etc), cutting the wire out as far as you could in that wall, and leaving it. |
