look at this stucco

i am buiding some concrete steps in this house, we showed up the other day and some laborers where peeling sheets off this house, looks like someone tryed to resurface it along the way, is this a common way to resurface? looks a little f up to me.

It appears a crack isolation membrane was adhered (poorly) to the old surface with a synthetic stucco applied over the top.

It's hard to see the area that is turned over, but it's possible someone tried to save a failing surface by installing a sto type system. These are one coat systems with an embedded fabric. It's possible that the new stuff is fine but the surface of the old system is falling apart. Kind of like painting dirt.
