Revoking Permit


I pulled a plumbing permit for a job about 1-1/2 year ago. I done the rough in and it passed inspection. The GC has called me several times to return to trim out. I must have went about 4 times and there was nothing there! No toilets, sinks, nothing! Finally he did get the shower, 3 toilets, 2 pedistal sinks, and 2 tubs in. I went the 5th time and installed these, but there is several things that still are not hooked up because they are not there. I am fed up with wasting my time traveling 1-1/2 hours one way to find I can not do anything, so I quit going. And to top things off, the plans I was given is what I roughed in for, then when I get there every thing changed! Such as in the bathroom there was to be a 5 foot vanity, so I roughed the plumbing so there was the waste line, then just to the right and down is the hot stub out, then to the right of that there was the cold stub out. No big deal for a vanity, who is going to see it inside a cabinet? When I got there his man had already tiled the whole wall! I looked at the fixtures and now there was a pedistal sink going there! Now I had to break out the tile, re do the plumbing because it wont work that way with a pedistal, well maybe for some it would, but to me all the plumbing should wind up behind the sink. now I am worried that the GC may have someone else to finish. Right now the building is incomplete. I was thinking of calling the town of Richmond, VA and having them revoke the permit so the GC can not finish unless he hires a licensed plumber, because homeowners and GC's can not pull machanical permits. It would serve him right. Anyone here think I'd be wrong for doing this? has anyone else have this happen and revoked their own permits? If I did not fear a lawsuit I would post his company's name so others dont get ripped. He is famouse for that. Anyone working in or around the Richmond VA area who wants to know who he is, PM me and I'll be glad to tell you (Maybe we need a place here to post company's to watch out for!)

YES;

call the building dept first thing tomorrow, if the g.c. contacts you and is ready to finish work pull new permits,

i know i am talking about wasted money here unless you can backcharge the g.c.

but look at it this way ? what happens to your good co. name if he gets a handyman or someone else was not lic. to complete the work on your permit ? ?
you think the city is going to care if they see shoody work on finil inspection ?

What's your contract say ? Is their a time frame ? I now add trip charges to my contract if I show up and work can not be done or if I show up and only a few hours of work can be done. Also I add that if the job is not complete with-in 1 year a price increase will be charged on the balance due.

I've been out of touch with him for about 9 months now. And yes, IF he calls me about the work and or permit I will renew it, BUT there will be a fee for my wasted time and gas. This is absolutely absurd. I will be calling the city tomorrow morning, I just hope I dont need the permit number as its on the jobsite permit in richmond.

Wow! You are really willing to put up with a lot. I would have trip charged him the first time I showed up and he was not ready. If I had showed up after he called a second time and he was still not ready that would have been it, I would not return. I would cancel the permit immediately.

UPDATE!
I got into Richmond today so I decided to go by and check on revoking the permit. Come to find out it has expired! The town told me that I would have to apply for an extension, and the GC can not pull nor extend ANY mechanical permits! So, if he wants to get the final inspection, which they said they can not give because of the expired permit, then he will have to pay me, and I will bill him for the extra and un necessary trips, plus the renewal, its either that, or he gets no final

Leverage.
I would refuse to do it until he at least compensates you for lost time/gas...make sure you talk to the inspector first so the GC doesn'ty try to pawn this on another plumber.
I did alot of new/remodels when I first got started solo...your dilemma is one of many reasons I switched my focus to service.
