Odd Water Heater Noise

It's an electric water heater which is making noise. HO had replaced it a few years ago and the new one makes the same noise. I couldn't comment on the cause of the noise-but it didn't sound normal (like a metalic humming sound). Is there a way the installation could have been botched with the new hot water line inserts? Any other ideas?

How loud is it?

I don't think it's an install problem.

What size WH? Could it just be a 110v element wired to a 220v breaker?

maybe your pressure vavle is bad
