Moen Faucet Question

I have an older version of the Moen faucet pictured. It's leaking at the gasket at point #1. I thought a new cartridge was in order. Replaced that and it still leaks. Plus, when I tighten part #2 down, it makes it difficult to swivel the whole assembly. AND, to add to the frustration, when I tighten the screw down under part #3, the handle won't shut-off all the way, allowing for a drip.
Sorry bout the diagram but I'm not sure of all the parts names.
Besides buying a new faucet, any ideas of why I still have the leak and how to properly tune one of these so everything is as it should be?

Moen is supposed to be warranteed for life but I could never get them to answer the phone. The last one I had I took out and put it on display, right in between the new ones, at the hd with a note about what I thought of their warranty.

Many faucets of this design have a pair of o-rings. You'll have to pull the spout piece up and off to get at them. Replacing them should solve your problem.
