Help-sand Trap Slow Drain

Large sand trap in back of laundry. Double interceptor type, first side fills upand over flows. Second side water drainning into but slowly from first side. Two vents comming out of ground, both with cleanouts. Water flowing out of outlet into SS fine. Problem is between the two large tanks but I can see no access for cable or jetter ??
