It's so simple, but I'm going to keep my mouth shut just so I can hear more hair brained ramblings from unqualified individuals.

I'll give you a hint, the tools needed are: Sawzall, 5/16 masonry drill bit, 1/4" hex driver bit, drill with hammer function.

Now, guess the materials and what to do with them.

There is a closet flange that will slip into the inside of a three inch PVC sch 40 pipe. You could cut the pipe flush with the floor or slab and glue the flange into the inside and it should rest flat on the floor. Most LOWES have this as a standard part on hand so it would be available at most plumbing supply stores.

Malco that thing in the picture? do you just stick the pipe in it or do you have to use some like liquid nails or something??? We just butt them and duck tape them here in Wyoming.

The correct way to use that thing in the picture is to stick the pipe in and then use plumber's putty to seal it. Everyone knows that plumber's use plumber's putty for this.

use concrete build up a 2 inch pad to the flange. Then add a step.

I'm going to say use cement board & grout to build up a pad to the flange, tile up a slight sloping floor?

I think the jack up the house idea was the best suggestion. No complicated parts this way. Only thing I would add is foam for the gap, along wth the shims of course.
