Electric Water Won't Reset

I have an 2 1/2 electric water that shut off. I tried re-setting it but it won't stay on. I don't usually mess witht the electric side of things but if there is a simple fix that any of you can help me with I would appreciate it.

BTW, I am a Licensed plumber here in Colorado.

Thanks
Dave

I meant to say 2 1/2 gallon water heater. It is being used in a barber shop.

What does this mean?
Reset the breaker? Is there overload protection on the unit itself?
How about a model number or something?

There is no "simple" solution when we have to pull teeth to figure out what you are trying to convey.
