Is The Bottom Of A Water Heater Concave Or Convex?

I always thought that the bottom plate on an electric water heater was concave. That the bend went up into the heater from the bottom.
Now I am not sure -- tore this out today -- 15 yrs old. Seems like it should have gone BOOM! All photos are the bottom of the tank.
