Booster Valve In Gas Hot Water Heater?

other than fuels supply, is there any reason why u can't replace a gas water heater with an elec?
have done this before in single level home without incident, but my sis needs her's replaced in 2 story hm. Guy at HD told her that she had to replace it with a gas unit or else would need a booster valve installed inline, becuz elec models don't have one built in but gas models do?
What say you plumbers?
