Add Electic Blower/fan To Passive Vent

Bare with me while I try to describe this.

Customer has a passive "exhaust" which is 4 inch ABS that goes below concrete in basement and leads directly up the wall about 8 feet to outside vent. They have a high radon reading so they want to add an electric fan to this 4" pipe.

Is there a correct way to do this? Can I buy a blower/fan that connects to the ABS?

Thanks
