Real dense clay already, but required 2' undercut and recompaction.

yup. Them's the ones. OK, had me worried, but now it's clear the job will be fine.

BTW, nobody inland ever asks where the landfills are - we just follow the gulls. Near Lake Michigan & Lake Huron, a little less reliable - but not much - explains why so much trash is found on the shoreline.
