Is my boss right? Epoxy or not?

hello,

I recently put down those raised reflectors in the cross-walk in a parking lot. We put down a dab of epoxy from a caulking-type gun then pressed down the reflectors on top. The surface appeared clean before applying them and we waited 24 hours before traffic was allowed to pass over them. Almost all of them came up in a matter of days. I argued epoxy is not a glue but i really dont know. My boss insists it is not the epoxy but something else wrong. The surface seems like an ordinary road. Appears to be ordinary asphalt. Should I use epoxy or something else?
