Cold Patching
I have a customer that had an underground tank removed several years ago, they paved over the area for parking but the area setteled. The area is about 10' by 18' and it needs filled in approx. 4", can cold patch be used for this if tamped with a plate tamper every 2"?

Cold patch will only fix it in the short term. The proper fix it hot mix and excavating the area to a good subbase. This may require some sort of gravel or stone under the asphalt.

Excavate the area to 10" below finish grade. Compact the subgrade nice and tight and add 8" of ABC stone. Compact the abc and overlay with 2" of I2 hot mix asphalt. If there is any driving or parking on top of this area (I assume there probably is not, but very well may be) I would go with 8" abc, 2" B25 binder, and 2" I2.
