Should I add additional height to my rafter vents?

I'm getting additional insulation blown into my attic. How many inches is recommended between the top of the insulation and the top of the rafter vents? Thanks

I've been installing drywall since 2001 and have been trying to branch out into installing insulation with an emphasis on noise reduction in addition to reducing heat loss (ie: specialty market).
