Stop Paint From Chipping/latex Over Oil

Trying to rehab bathroom and need your advice. Five years ago before we bought house the whole interior was sprayed with latex semi white. The paint is holding up well in most places but in the bathroom they sprayed over an oil based semi gloss. The paint there is in fairly good shape but chips off in high traffic areas and when you rub it really hard to clean. No chips larger than a quarter. Basically an adhesion problem. Do I need to scrape all the latex off and clean/sand/prime or could I use a primer like zinnser peel stop to create kind of a hard barrier between layers and stop most of the peeling. Your help in this matter would be greatly appreciated.

To make it look good, you need to strip it all and start over.

If the original substrate is letting go, there is no use trying to patch it up. UNLESS you want to venture into very expensise restoration work.

You need to get down to the seperation layer is. As long as you are going there, might as well go to the base and do a good job.
