Rotten Fiber Board?

im Painting this house that has that fake stucco fiber board paneling. there is some rotten spots were the factory finish has chipped away and now you can see the fiber layers. Common sense tells me paint wont stick to the fiber.

Is there a way i can repair this so i dont have to replace the whole board?

Thanks

That stuff was crap from the first day it was ever installed. Painting it is sorta like putting gold trim on a Yugo.

Sounds like the Georgia Pacific crap cardboard siding to me. You can paint it (after priming) and it should hold up ok. However, that siding is defective, if it's what I think, and should be replaced.
