i usally go two coats but if its a darker coat i will use a primer sealer .if the old paints good i will go to coats if needed i was taught that two thin coats are better than 1 thick coat. that i was always explaining to customers when they say "put it on thick" lol

when I prime I only use a roller, you can prime any area like that in no time. When you cut in with the final color the two coats will cover the nonprimed area.

Depends on the color, sheen and customer. Oh, and price.

I just bid a new construction with frazee velvin on the walls. I don't trust that paint, but the walls are all knock down. No need to prime. With a sheen the high spots will still contrast with the low spots. If the walls were smooth, I'd prime over it.

Good existing paint gets pole sanded. If it's semi-gloss, I would probably prime a respectable paying repaint.
