Question Prep Cinder Block PLZ HELP

i will be quoting on a 15000 sq' old manufactoring shop...they want to interior walls painted white and only 1 coat for freshen up...it just so happens that i worked for this manufactoring company when it was operational...the walls are 16' high..they have been painted before ufortunatly some with iol and some with latex....the walls are dusty in 2 bays...but the 3rd bay was a machine/welding shop and there is soot/residue all over them...
HOW AND WHAT DO I USE TO PREP THE WALLS FOR PAINT?
SHOULD I INSIST ON PRIMER THEN TOP COAT SEMI-GLOSS?
