Painting Steel Building

I have a steel pole building that I need to power wash, primer and paint. The paint that is on there now rubs off when you wipe with your hand. What should I use to power wash and prep this surface before I paint.

You could just use TSP, if you have the kind of power washer that has a chemical reservoir. As long as you get all the paint that needs to come off, off. Then use a good oil/rust-inhibitor/ metal primer, it should be ok.
