Painting Painted Paneling


Guys, Need help, totally stuck with this one.
I just bought a rent house that has all the walls painted over wood paneling.
The groves are still showing so I know there's no plaster or mud on the surface. Every panel in every room has been painted. The paint looks good but naturally some jerk pocked a bunch of holes in it hanging pictures and so on. Plus it was major dirty.
So I need to repaint it. I tried cleaning, cleaned some more, sanded, and then cleaned some more. Then applied latex, Bad idea - wrong thing to do. It peels like rubber sheets. I didn't think it would need a primer because it was already painted and that base paint seems pretty good. It even stays there when the latex peels off.
The old paint looks like an oil based enamel but I'm not sure, it's a smooth semi-gloss and not very thick, but it is tough even under the sander. It does not gum into the sanding disk at all.
I've tried Benjamin-Moore, Ace-Hardware, and Lowes paints, all latex, but nothing sticks.

Any suggestions???

Apply an oil primer, problem solved.

Yup, a good primer designed for your situation is all you need.
Muralo makes a paint that can be applied directly over old oil paint as long as you sand it. It's good paint and performs as advertised.

A quality oil-based primer will do it
