There is an old technique: clean all loose paint and plaster, brush or roll bonding agent 'plaster weld' (pink stuff). Plaster weld cohesive all loose small particles of paint. Patch and skim after 4 hours or when it drays.

I used a 4" razor blade wallpaper stripper, I scraped all the paint off the plaster. I then sealed the plaster and went over the wall with M&H Ready Patch to fill in any low spots. sanded out and primed again and painted two finish coats. As for the use of Plaster Weld, I have had repairs where they use Plaster Weld, well it all peeled, why cause the person doing the repair didn't want to scrape the old paint, that's why some repairs fail at the first sign of water in the plaster. it wont let the primer oil or latex to bond, then once the plaster drys again the primer or paint lose it bond, paint will blister and then as it drys it looks like the blister sucks back against the wall oe ceiling, then when you apply another coat of paint the bubbles come back, Cause there was no bond with plaster and I have seen this happen with drywall joint compounds, cause they didn't dry out.

Then I sanded out and painted two finish coats of Benjamin Moore's Regal eggshell.

I remodeled a garage and had a similiar experience. I was trying to save a little money by not tearing the ceiling down which already had been painted, big mistake. The customer had directly vented their clothes dryer into one of those rigs that you put water into to catch all the moisture, the problem is they never put in any water to catch the moisture. My guess is that this had been going on for 10 or more years. When I finally put paint on the ceiling I had the same experience, the old paint would come of in small pieces and also bubble in areas. The conclusion that I came to was that the hot moisture from the dryer would rise up to the ceiling and worked its way into the paint and over time from the wet and drying action had destroyed the adhesion of the first coat onto the sheet rock. It also had a tendency to come off where the joints were mudded which is understandable. By the way this is an awesome site!!!!

The "cheap, watered down" paint that WAS there still was not bonding well. There should have been a little flag raised when someone says to just carefully roll over a problem paint - doesn't matter whether with oil or latex. If you have to do it "carefully", then you know it is not adhering well in the first place.
