actually, believe it or not, my doors are topcoated with Rustoleum oil paint , the same kind meant to paint metal objects. Yes, very durable, held up for over 8 years already, doesnt peel. but the boys nails still go through them

You could go with a oil industrial enamel it will be pretty tough when fully cured. I say trim the dogs nails regularly and bring in the dog whisperer. He will be trained in an afternoon.
