Question Asbestos siding

Im not sure if this is in the right catagory. Will painting over asbestos sidiing be considered "abatement"? How long does asbestos "hold" paint compared to wood? Im doing a GOV. job and the siding needs to be incapsulated. It also has to be "somewhat" maintenance free. If I cover it with vinyl siding Im fine. A buddy told me "just paint over it". So my questions are:
1. Will paint be considered "abatement"?
2. How long does paint last on this stuff compared to wood?

Don't know about the abatement part, but I have a couple rental properties with this siding that I painted probably10 years ago,seems to be holding up very well!

Abatement means removed...gone. What you are doing would be considered encapsulation.

I have found asbestos to hold paint quite well. I've done a couple houses that are sided with it in a material that almost looks like roofing shingles.

Use a high quality primer, and top with a 100% acrylic latex and you shouldn't have any issues.

We paint a lot of these. Abatement is complete removal. Painting is called an interim control. It aslo lasts a long time. Esp two coats.

Asbestos is an extremely stabe substrate and will most likely last as long as the paint can claims( which we all know is very rare). Sanding and scraping it IS a violation and steps for containment should be taken.
Where I live, anything that creates airborn dust which may contain asbestos is considered a health hazard. Powerwashing is exceptable prep here.
Since the paint will mostlikely last a long time, I suggest using a latex for longer color retension.

Encapsulation

It requires a special primer guarenteed for 20 years. Standard primers won't satisfy gov't requirements.
