What type of primer did you use? Are you describing what looks like lots of little cracks? If so, this usually is an issue of incompatable finishes. Usually this happens when you apply a strong finish (i.e. epoxy) over a finish such as oil base paint. If not cracks, it will sometimes cause the under finish to bubble. This should not happen with your normal residential products. You can use a universal primer such as UMA. Is this interior or exterior?
