Thumbs down Not so good! Extensions from a cover?

Both Redwood and I found this in a parking garage a few years ago in Florida. There were many of them and they were all installed this way to supply lighting.

As you can see the cover became loose, or has fallen off so they used a chain for a safety support?

What's is going on, I cannot believe that this was allowed to stay!

The way in which the "conduit stems" are installed could be designed in a different way using the proper enclosure and fittings.

This was allowed in the open in a parking garage near the major mall, so I call it a damp location, see the term Location, Damp, in the NEC, Article 100.

Do we need more enforcement, an was this work done by the parking attendants?
