Lights inside the pool vs. outside?

I know a luxury pool guy who is building a pool with two permanent planters right on the edge of the pool - less than 5ft. He really wants to light the flora in the planters. Why is it that a light is allowed in the pool but not outside?

According to Article 680.22 NEC would it be possible to put a 120v light less than 5ft within a pools edge as long as the 120v light was GFCI protected?

ABSOLUTELY not.

Used to do custom pools years ago, and even then you could not have any 120v within 5' of the water.......even the service to the weatherhead had to be no less than 10' from water
