Your inspector is wrong! Any point has to be within 24" of a receptical not between recepticals!

were they referring to plug in power strips or to plugmold?

NEC is National Electrical Code
every jurisdiction may make more stringent rules but the nec is every four feet so that an appliance with two foot cord can be plugged in at any point
